Inclusion criteria | • Age 18 years and over and able to consent. • Health professionals and other stakeholders including hospital, PHC or program managers; humanitarian medical professionals; those working with international organisations; those involved in the planning of services and funders who have experience using, planning or delivering PHC in northwest Syria after the onset of armed conflict. |
